Safeguarding student volunteering in the Further Education sector
In the light of high media interest in child protection issues, safeguarding young and vulnerable students has never been more important.
Funded by the Department for Innovation, Universities and Skills and in response to the needs of Further Education (FE) colleges, Volunteering England’s new publication Safeguarding student volunteering in the Further Education sector is a resource to equip FE colleges with the information they require to support students who want to volunteer, particularly students who are under the age of eighteen or vulnerable adults.
Developed in partnership with and supported by a selection of FE stakeholders, the guide equips institutions with practical information to establish or enhance student volunteering provision, including relevant policy and procedures to enable students to volunteer safely on- and off-campus.
‘Good, useful and well presented. Checklists work well and are excellent summaries of key issues. Links to other resources and sources of information are helpful and further increase the value of the publication. Readers could easily work through the book and set up a safe structure for student volunteering.’ Review by the FE Communications Gateway Panel.

Volunteer expenses report
A new report on ‘Bureaucracy, Expenses and the Low-Income Volunteer’ has been produced by the Low Incomes Tax Reform Group of the Chartered Institute of Taxation to examine the issues relating to the treatment of volunteers’ expenses and the extent of conflict between the rules for taxation, state benefits and the national minimum wage. The Low Incomes Tax Reform Group would like to see a working group established comprising the voluntary sector, volunteering sector, and the Local Government Association, together with HM Revenue & Customs, Department for Work and Pensions and the Department for Business, Enterprise and Regulatory Reform, to address the issues raised throughout the report.

The Opportunities for Volunteering (OFV) scheme has now completed its final round of applications for grants in 2009-10.
The OFV scheme, in its current form, is now closed.
The Department of Health is currently undertaking a procurement exercise to identify and appoint an organisation to manage a new Health and Social Care Volunteering Fund to replace the OFV scheme. Grants for 2010-11 will be awarded by the new Fund Manager from April 2010.
Those wishing to apply to the new Health and Social Care Volunteering Fund, should consult the Department of Health website later in the year for further information on application process and timescales.

Important changes to the timetable for the introduction of the Vetting and Barring Scheme
The Home Office has recently announced changes to the proposed timetable for the phasing in of the new Vetting and Barring Scheme with the Independent Safeguarding Authority (ISA). The scheduled application date (12 October 2009), for individuals intending to work or currently working with children and/or vulnerable adults in England, Wales and Northern Ireland has now been postponed until July 2010.
This means that July 2010 is now the earliest that people who intend to work or currently work with vulnerable clients can register with the ISA, with the actual legal requirement for registration starting in November 2010. New Volunteering England members only area
As part of the new package we are launching a new online members area which will allow you to access VE membership services with a single log in account. From the members area you will now be able to:
- Access Volunteering magazine – published 10 times a year and bringing you the latest news, features, opinions and good practice.
- Access our new online shopping service where you can order good practice guides and research reports and claim the new 20% members discount. This customer account will replace any previous accounts used to purchase goods from Volunteering England.
- Update your membership contact details (please note that this feature will go live in January 2009).
- Volunteer Development Agencies who have achieved or are seeking Volunteer Centre Quality Assurance (VCQA) will also get exclusive access to Volunteer Centre members content.
In addition to the above we are looking to develop the members area over the coming months to incorporate new features that will better enable members to engage with us and with each other online.
All current Volunteering England members should have been advised of their new log in details by email but if you have not received any such information please contact membership@volunteeringengland.org

Volunteering Hub: Final Report
The Volunteering Hub was a national programme of work funded by Capacitybuilders which operated from April 2005 until March 2008. During this time the Hub funded a variety of projects and initiatives including the Good Practice Bank and Investors in Volunteers. The final report of the Volunteering Hub summarises all that was achieved, telling the story of the Hub from its inception to its completion.

| Volunteer Centres - The heart of volunteering  Volunteering England has produced a diagram which illustrates the broad range of services volunteer centres provide. The diagram shows that centres are the beating heart of volunteering providing life blood to local communities. In the picture, as in reality, Centres link up with local business, current and potential volunteers, local decision makers, central government, those at risk of social exclusion, active citizens, and voluntary and community groups. It is designed to explain the vital role centres play in volunteering in a different way. Love or hate it? You decide! Some centres are already using it to explain their complex but vital role in local communities, it has already been used to influence central government. |

Calls to find UK's Charity Champion
The Beacon Fellowship Charitable Trust has today put out the call to the UK for nominations for the 2008 Beacon Prize. Together with the Government’s Cabinet Office, UBS Wealth Management and The Vodafone UK Foundation, the Charity is urging people throughout the UK to nominate individuals who have made a significant charitable contribution in giving time, money or skills to a specific cause.
