- Employer Support for Volunteering, led by Rt Hon Alun Michael MP
- Modernising Structures,led by Stephen Dunmore, consultant and ex CEO of the Big Lottery
- Promotion, led by Caroline Diehl, Chief Executive of the Media Trust
- Public Sector Action,led by Baroness Joan Hanham
- Skills and Empowerment for Volunteer Managers, led by Sue Davies, Trustee of the National Trust
- Skills for Volunteers, led by Mike Nussbaum, Chair of Volunteering England
- Inclusion, led by Jo Sullivan, Guide Dogs for the Blind
